How to deliver bad news as if they were great:
“Following a decision by the Council, it will be possible to provisionally apply #CETA . Its full entering into force will be subject to the conclusion by the EU, through a Council decision with the consent of the European Parliament, and by all member states through the relevant national ratification procedures,” the Commission said.
While the title points out to something good (CETA needs to be approved by each state), the fact that CETA is going to be "provisionally applied" is very, very bad. Provisionally applied means that CETA will be effective, as if it was approved, until the text is actually voted in a democratic voted. Its effects, even if CETA ends up not being aproved, are not revertable.
How the Council even has the power to provisionally apply something is another issue altogether, one that deserves reflection.
